§ 3. Department of public works.

  • There shall be a department of public works, which shall be responsible for all public works related functions and activities of the city, including, but not limited to, refuse collection and disposal: water supply, treatment and distribution, sewerage collection, treatment and disposal; streets, roads, other public ways and sidewalks; maintenance of all municipal buildings and grounds, excepting ordinary custodial services in building under the jurisdiction of the school committee: engineering services; and such other public works related activities as may from time to time be assigned to a department of public works by a vote of the city council.

    The department of public works shall be headed by a director of public works who shall be appointed by the mayor according to the provisions of the city charter. The director of public works shall be a person especially fitted by education, training and experience to perform the duties of the office. Desirable qualification to be considered in making such appointment although not mandatory, shall include: graduate of a recognized college or university with a degree in civil engineering, certification as a registered professional engineer, experience in a variety of public works construction and maintenance programs, considerable knowledge of the principles and practices of public works, demonstrated ability as an administrator, demonstrated ability in the planning, assignment and supervision of personnel and demonstrated ability to manage a public works budget.

    The consolidation of the functions now being performed under the direction of the several departments of the city under the direction of the director of public works shall be accomplished within one year following the date of the appointment of the first director of public works. The director of public works shall issue, and may from time to time amend and perfect, a table of organization and operation for the department of public works to implement the provisions of this section.
