§ 5. Department of budget and finance.

  • There shall be a department of budget and finance which shall be responsible for the overall budgetary and financial administration of the city. The department of budget and finance shall include the following subdepartments: Treasury/tax collection, auditing, purchasing, and assessing.

    The department of budget and finance shall be headed by a director who shall be appointed by the mayor according to the provisions of the city charter. He shall be professionally qualified as a financial administrator by virtue of education, training, and previous experience.

    The director of budget and finance shall assist the mayor in preparation of an annual operating budget for all city agencies, and shall, in cooperation with the city comptroller, administer the operating budget throughout the year. He shall assist the mayor and the heads of all city agencies in the development of a capital outlay program and the preparation of a capital improvement budget. The director of budget and finance shall be responsible for the development and administration of a comprehensive management information system.
