  • The purpose of the city's complete streets policy is to enhance existing, create new, and strengthen connections between all transportation modes to accommodate all users through implementation of physical elements, policy and regulation.

    Complete streets principles will contribute toward the safety, health, economic vitality, and quality of life, both in the city and the extended community of transportation networks in the region, state and nation by providing accessible and efficient connections between residential, educational, commercial, recreational, civic, and retail destinations by improving multi-modal environments throughout the city's urban, suburban, and rural neighborhoods and adjoining communities and the national network of transportation modes. Complete streets are designed and operated to provide safety and accessibility for all users of the city's roadways, trails, and transit systems, including pedestrian, bicyclists, transit riders, motorists, commercial vehicles, and emergency vehicles and for people of all ages and of all abilities.

    The complete streets policy is in line with the healthy active living resolution adopted by the city in July 2014, to solidify the city's commitment to "do all it can to decrease the rate of obesity and overweight residents in its neighborhoods, and to implementing the necessary ordinances or policies to create live, work, school, play, and neighborhood environments conducive to healthier eating and increased physical activity among residents, employees, and visitors."
